Jessica Cummings

Jessica is a proactive, dedicated, and collaborative Emergency Management and Public Safety professional with 24 years of training experience and more than 15 years of emergency management/response/preparedness experience. She has her Project Management Professional certification; has achieved Diplomat status with the American Board for Certification in Homeland Security (ABCHS); and is an Executive Advisory Board Member of the ABCHS.

Currently, Jessica is the Industrial Projects HSSE Director in Houston, Texas. Responsible for ensuring full compliance with International Oil Companies and DHL’s HSSE policies, procedures, and applicable regulations where operations are being conducted within and outside the Continental United States. Travel to locations to promote and align HSSE objectives while supporting planning, preparation, implementation, and modifications for project specific HSSE Management System Plans. Provide support to Project Managers globally. Capture and report key performance indicators in accordance with specified clients. Liaise with corporate and internal management teams. Provide Case Studies, actively investigate areas of concern and submit Course of Action and Corrective Action Plans. Conduct audits, assessments, and training as necessary or required for internal staff and service providers. Lead safety and security operations for high value cargo and movement of goods by sea, air, road, and railway.

She has worked in programs at the Federal, state, and local level related to critical infrastructure and goods movement. Jessica has developed or supervised programs that require management plans, financial management, facility security projects, evacuation procedures, credentialing, written proposals, science and technology integration, data collection, and analysis.

Jessica has served on a national advisory committee for the National Incident Management System (NIMS) Target Capability List-Universal Task List. She has completed Incident Command System courses 100, 200, 300, 400, 600 (Liaison), 700, and 800. Jessica is certified to instruct Level 300, 400 and 600 (Liaison). She is experienced in developing, implementing, and/or participating and observing tabletop, field, and national exercises. Jessica is proficient at creating action, preventive action, after action, and corrective action reports on completed exercises and incidents.

Jessica has interagency collaboration and coordination experience. She has worked for the Department of Homeland Security at a national training center and with the United States Coast Guard (USCG), Navy, Federal Bureau of Investigation (FBI), Customs Border Protection (CBP), Domestic Nuclear Detection Office, Transportation Security Administration, and Business Executives for National Security to name a few. During her employment with the California Governor’s Office of Homeland Security, Jessica was fully engaged in the USCG’s, Navy’s, CBP’s training and exercise programs which included an international exercise with Mexico and Spills of National Significance. While with the San Diego Harbor Police Department, she helped manage a ten million dollar security contract with the San Diego Regional Airport Authority. Jessica has been a responder and deployed to 6 Type I Incidents to include the Oklahoma City Bombing, the Tsunami in American Samoa, the earthquake in Haiti, and the BP oil spill response.
