Master Chief Petty Officer Francisco T. Garcia was born in Brooklyn, NY. He graduated from Automotive Vocational High School in June 1980. He entered the Navy in October 1982 through the Delayed Entry Program and in December 1982 he attended boot camp at Recruit Training Command, Great Lakes, Illinois.
