Warren L. Shepard


Captain Warren L. Shepard, of the Kissimmee (Florida) Police Department, manages operational services such as patrol, traffic and parking enforcement, and school-related units, along with being the Department Technology Coordinator, manager for the Field Reporting System and Mobile Data Browser, and SWAT and Crisis Negations Team commander.

Along with his duties as a commanding officer, Shepard is also the project director for the Osceola County Juvenile Serious Habitual Offender Comprehensive Program, chairman of the Osceola County Juvenile Justice Council and the Circuit 9 Juvenile Justice Board, and coordinator for the Florida Crime Information Center Terminal Agency.

Trained at the FBI National Academy in Quantico, he is a CHS-V with ABCHS and a member of several organizations including Florida Region 5 Domestic Security Task Force, Federal Blue Lightning Task Force, and Osceola County Public Safety Coordinating Council.

Among the many awards and citations he has received in his 22 years with Kissimmee PD are Investigator of the Year 1992, Employee of the Year 1996, and Staff Officer of the Year 2008.
