Mr. Andrews is a career Senior Executive in the Department of Homeland Security (DHS). As the Director, Counterintelligence Programs Division, Office of Intelligence and Analysis, he is responsible for providing direction and guidance to DHS’ counterintelligence effort, to include enterprise management, analysis, investigative inquires, and counterintelligence support across the Department. Prior to this assignment, Mr. Andrews served as the Chief of Asia Division, Defense Counterintelligence and Human Intelligence Center, Defense Intelligence Agency (DIA), where he managed DIA’s operations in Asia.
Mr. Andrews joined the federal government in 1987 as a Special Agent with the U.S. State Department’s Bureau of Diplomatic Security and transferred to the Department of Defense (DoD) as an Intelligence Officer in 1989. Among his previous assignments, Mr. Andrews served as an Intelligence Officer in a number of operational positions with the U.S. Army’s Foreign Counterintelligence Activity, including an assignment as the U.S. Army Intelligence Representative to the Federal Bureau of Investigation. As an Intelligence Officer with DIA, Mr. Andrews served in the Middle East/North Africa Division and as an Instructor at the Armed Forces Experimental Training Activity, Camp Peary, VA. Mr. Andrews returned to Washington, DC in December 2003 as a Senior Intelligence Officer and served as the Chief of Operations for the Joint Interagency Task Force supporting Operation Enduring Freedom, before deploying to Baghdad with the Iraq Survey Group. Upon returning from Iraq, he was assigned to the DoD Counterintelligence Field Activity, where he served as the first Director of the Campaign Management and Integrated Threat Office and established the DoD’s Counterintelligence Campaign Programs. In 2005, Mr. Andrews was appointed to the U.S. Senate Select Committee on Intelligence to serve on the Professional Staff where his portfolio included overseeing the U.S. Intelligence Community’s Information Sharing Environment, and counterintelligence activities across the US Government.
