Dr. Michael Homick serves as the Training Director for the Department of Homeland Security – FEMA National Processing Service Centers. He manages training in 20 programs of instruction for over 4000 full time employees and up to 12,000 part time employees at various locations nationwide.
He previously served as the Director for the following programs: (1) The FEMA Mortgage and Rental Assistance Program providing over $225 million in assistance to disaster victims of the September 11th terrorist bombing of the New York World Trade Center; (2) the FEMA Technical Coordination Group responsible for conducting Congressional and White House directed inquiries and investigations; and (3) the FEMA Expert Witness Program providing expert witnesses to support the Department of Justice and the Office of the US Attorney in the prosecution of individuals for fraud against the US Government.
Dr. Homick earned a Bachelor's Degree in Professional Aeronautics from Embry - Riddle Aeronautical University, Daytona Beach, Florida; a Master's Degree in Industrial Engineering Management from Murray State University, Murray, Kentucky; a Doctor of Business Administration in International Business from the University of Derby, Derbyshire, UK (and received an AACRAO approved US equivalency degree from the California University, Los Angeles). He completed all course work and dissertation for his Doctor of Education degree from Nova Southeastern University, Ft Lauderdale, Florida.
As a University Professor and faculty member with the National Graduate School, Falmouth, Massachusetts, MBA Programs, Dr. Homick instructs Master’s and Doctoral level courses in Six Sigma, ISO 9000/14000/18000, Baldrige, Lean Engineering, Benchmarking, Cost Based Analysis, Strategic Planning, and Organizational Development.
He is a Diplomat and Vice-Chair of the American Board of Law Enforcement Experts, Diplomat and Board Member of the Board of the American College of Forensic Examiners International, Diplomat of the American Board for Certification in Homeland Security, Diplomat of the Human Factors and Ergonomics Society, a Diplomat of the Board of International Board for Certification of Safety Managers, and a serves on the Board of the American National Institute of Standards (ANSI) Committee on Homeland Security.
Dr. Homick holds the following certifications and licenses: Certified in Homeland Security (CHS-5); Certified Safety Executive; Certified Hazard Control Manager (Master Level); Six Sigma Master Black Belt, Senior Baldrige Examiner, ISO External Auditor, FAA Licensed Commercial Instrumental Helicopter Pilot, and NTSB Aviation Accident Investigator.
He is a member of the following professional associations: American College of Forensic Examiners International; American Society for Training & Development; Association of Human Factors and Ergonomics Society; Association for Intelligence Officers; and the World Safety Organization.
Dr. Homick has 35 years of experience in government, military and academia. He has conducted training for Department of Homeland Security, NORAD, the US Coast Guard and the Military. He served with several US Intelligence agencies, as a US Diplomat with US Embassies worldwide; and a Professor instructing MBA courses with Texas A&M University, College Station, Texas and Embry-Riddle Aeronautical University, Daytona Beach, Florida.
